The IREX MEND Program: The International Research and Exchanges Board (IREX) is implementing the USAID-funded Media Empowerment for a Democratic Sri Lanka (MEND) program. The goal of MEND is to improve citizen access to balanced and reliable news and information and to support Sri Lanka’s efforts to strengthen media freedom and democratic governance. A key objective of the MEND program is to amplify women’s and marginalized populations’ voices in the media. Through its local partner the Sri Lanka Development Journalist Forum (SDJF), IREX is facilitating the development of a gender charter for the media in Sri Lanka.
Summary: IREX supported SDJF to engage Sri Lankan media houses, media associations, media training organizations, women’s groups, and CSOs in developing a gender charter for the media. The charter will set out the minimum standards, principles, and actions needed to underpin gender equity in Sri Lanka’s media. The charter will also outline practical actions to support equality in media workplaces, journalists’ organizations, and the media itself. SDJF, through a consultative process with various professional groups, has developed a draft gender charter. This draft charter will be discussed and validated at a roundtable with the media. IREX is seeking a consultant with expertise in media and gender to support finalizing the draft charter.
 
Duties and Responsibilities: The consultant is expected to have multidisciplinary competencies to offer the following support:

  • Review the stakeholder inputs provided for the gender charter during the consultative process and ensure that the draft charter reflects the local media community’s key aspirations.
  • Improve the technical strength and refine the existing gender charter draft.
  • Develop a workable methodology and a session plan in coordination with IREX and its partner to facilitate a public workshop to seek more inputs from local stakeholders to enrich the draft gender charter.
  • Facilitate a public workshop in Sri Lanka to present the draft gender charter to targeted actors and revise the draft charter based on the inputs given at the workshop.
  • Attend meetings with at least 15 selected media outlets and media associations in Sri Lanka to seek inputs and improve the gender charter quality to reflect the larger local audience’s needs.
  • Provide necessary technical inputs and advise IREX and its partner in planning future outreach and consultations on the gender charter.
  • Provide technical support and mentoring to IREX and its partner and the proposed gender charter secretariat to effectively implement the charter in Sri Lanka. 
     

Qualifications: The consultant will have extensive experience in the area of gender and media. Specifically, the consultant should have:

  • At least five years experience conducting gender analysis and developing gender strategies in the context of media.
  • Demonstrated expertise in gender issues.
  • Demonstrated experience working with government stakeholders as well as development partners and/or media outlets on gender issues.
  • Proven experience conducting assignments of a similar nature.
  • Speaking, reading and writing proficiency in English is required. Additional proficiency in Sinhala and Tamil is strongly preferred.
  • Strong interpersonal skills, work ethic, ability to work in a multicultural environment, work remotely and travel outside Colombo.
  • Demonstrated ability to plan strategically and creatively to meet objectives.
  • Strong ability to anticipate challenges and generate solutions.
  • Demonstrated professional excellence in the above requirements. Competitive applicants will be requested to provide references.

Compensation: This is considered a consultancy position and the consultant will be paid based on a daily rate commensurate with experience that will be determined by IREX.
