To manage and act as single point of contact to ensure that the monthly staff payroll is processed for the Sri Lanka directorate and carrying out payroll related procedures to agreed British Council standards and to provide operational support in managing exit processes, HR compliance and reporting.

Challenges Accountabilities

Managing the all staff payroll operation

  • Acting as the single point of contact between the payroll processing vendor and British Council, Sri Lanka
  • Setting up the annual payroll calendar with the inputs from internal teams and the vendor and ensure strict adherence to the agreed timelines
  • Liaising with the internal HR team and other Units to collate monthly payroll input
  • Monthly internal preparation of all salary inputs, checking and validating inputs and submitted to vendor for further processing.
  • Ensure all payments/deductions such as holiday pay, no-pay, extra hours, overtime, arrears, etc. is accurately accounted
  • Verifying the reports generated by the vendor and carrying out accuracy checks
  • Obtaining internal approval from signatories
  • Liaising with the Finance team on bank transfer
  • On time submission of monthly, semi-annual and annual EPF, ETF and APIT (employee income tax payments) reports/cheque payments
  • Monthly Terminal Gratuity calculation and submitting as per timelines
  • Monthly journaling of payroll
  • Monthly preparation of the DSCA (Direct Staff Cost Assignments) journal template and submitting to the region
  • Prepare monthly reconciliation and various reports for respective stake holders
  • Computing bonus payment inputs (as applicable), obtaining necessary approval and ensuring on time processing of the inputs through the vendor
  • Issuing bank confirmation letters for staff on request
  • Handling payroll related queries from staff liaising with vendor and internal stakeholders
  • Coordinating with staff liable for tax to obtain required consent for deductions and ensure declaration forms are obtained annually
  • Timely issuing of T10 tax certificates to all staff approved by the Country Director
  • Provide payroll data and analysis as per requirements of senior management team by developing reports with payroll provider
  • Preparing the payroll files (salary files, bonus files, tax files, EPF ETF files) and maintaining up to date records (both physical files and soft folders)

Exit process management

Handling all full and final payments of leavers - attending to resignation acceptance, service record letters, following up on the Resignation Checklist, preparing final payment documentation liaising with line managers and ensuring calculations reflect accurate salary, medical and travel allowances, EPF/ETF (including filling of remittance details), taxes, terminal gratuity, bonus, OT, holiday pay, unutilised leave, payments in lieu of notice, recoveries in lieu of British Council equipment/ material. Provide timely updates to leavers on their payment status

HR compliance and reporting

Coordinating with relevant stakeholders to meet audit requirements, Collating/compiling documents/evidence as required. Assist in EDI (Equality, Diversity and Inclusion), Health & Safety and Safeguarding/Child Protection activities as required.

Operations support

Providing support to Manager(s) Human Resources (MHR) and Head of Human Resources (HOHR) on agreed tasks and cover for HR Officer (HRO).

Requirements

  • Excellent communication skills in English
  • Full or part professional qualification in HR
  • 3 years’ experience in HR operations which should include one year of handling payroll.
  • HRIS experience and ability to operate different software packages
  • Advanced Microsoft excel skills
  • Experience in engaging with internal and external stakeholders and ability to work with cross functional teams
